Please get rid of annoying notification bell and chat popup

The movement of the notification bell icon is extremely annoying and totally unnecessary. I am tired of having to manually mark all notifications as read in order to get it to stop moving. This has the added effect of me not actually reading notifications because I just want to make the bell stop jiggling. A stationary badge indicator would fulfil the same purpose and might actually get me to read notifications instead of just clearing them without looking at them. Also, I have repeatedly turned off the chatbot popup as advised by yourselves, but it keeps coming back. These issues (along with the generally cluttered and confusing UI) are making me not want to use the site at all.
